Clark County Board of Elections Infrastructure Audit

Since 2016, our country has been rocked by allegations of voter fraud and manipulation of ballots by foreign entities.  In 2018, The United States Congress, in conjunction with the National Security Agency and the Department of Homeland Security, directed the Secretaries of State to perform an assessment.  We were chosen to partner with Clark State Community College to assist in our local Clark County Board of Elections assessment.

Partnering with U.S. Department of Homeland Security (DHS), National Security Agency (NSA), Ohio Secretary of State Jon Husted, the Clark County Board of Elections, and Clark State Community College to ensure voter security in Clark County.  

We were contacted by Clark State Community College in late August, 2018, to determine our availability to participate in an audit of cybersecurity posture of the Clark County Board of Elections.  This audit was mandated by Congress as part of the Help America Vote Act in 2018.  At that time, $4.9 million dollars was set aside for "Pathfinders," or cybersecurity professionals, often from state community colleges.  Since Clark State is certified by the DHS and NSA as National Centers of Academic Excellence in Cyber Defense (CAE-CD) or CAE2Y (DHS/NSA) designated institution, they were eligible to participate and were selected by the Clark County Board of Elections.  It was at this time that Professor Dan Heighton said that with our extensive background in providing security and compliance guidance and documentation to our clients (HIPAA, PCI, NIST, Gramm-Leach-Bliley), that he believed that Capstone Technologies Group would be an asset to the Pathfinder team being assembled.  While practically all of our security operations are never publicized due to non-disclosure agreements, in this particular case the press was alerted early and there was coverage all the way through, so we can speak in generalities about the engagement.

As part of a four person team, we utilized a Center for Internet Security (CIS) generated 88 point checklist called the Elections Infrastructure Playbook to identify areas that IT and security improvements can be made.  We made multiple in person visits to the Board of Elections offices and gathered our materials.  Over the course of the next month we met multiple times and discussed our documentation, noted our findings, and documented our observations.  We presented our findings, conclusions and recommendations regarding the cybersecurity posture to the Clark County Board of Elections prior to the November, 2018, elections. 

At the conclusion of the audit Professor Heighton commented that without the experience and skills that Capstone Technologies Group provided the audit would not have been possible. 

It was a pleasure and privilege to serve our county, city, and country.  We also thank Clark State, Professor Heighton, and the rest of the Pathfinder team for the opportunity to be a part of such a high profile operation.
